The Redding Rancheria tribe announced in 2016 that it planned to expand its current Win-River Resort and Casino and relocate it to Strawberry Fields, land it owns just south of Redding.
During the months that followed, nearly every discussion about the proposal drew public comment that was about half in opposition and half in support.
Some community members fear a loss of tax dollars, more crime, strains on local roads and damage to the environment.
Others foresee more jobs and economic development for the region, or say that as a sovereign nation, the tribe should hold destiny of its land.
If the federal government approves the plan, lawsuits will follow, say local opponents. An executive with the tribe says they're preparing, too, 'dotting our i's and crossing our t's.'
With a final decision on whether the tribe's proposal can go forward now approaching, the Record Searchlight has published an in-depth reporting series that examines both sides of an issue that has polarized the community.
Here is what the series covers:
1. Would the casino move help or hurt Redding's neighborhoods, environment and economy?

A proposal to relocate their casino to undeveloped property is more than the tribe's long-planned relocation of its main moneymaker. It's a battle over development at Redding's front door.
Opponents say the proposed complex might lead to more crime, noise, traffic congestion, loss of taxes or unfair competition for the city's existing businesses.
Supporters say a larger casino-entertainment complex will add jobs, attract visitors and expand the tribe's charitable giving.

Embezzlement. Street crime. There are divergent views on whether Native American casinos bring crime and what type of crime that might be.
3. What happened when a casino opened in Yreka, California?
Redding and Shasta County aren't the only communities where plans for a casino have made emotions rise. We look to Yreka as a case study of what happened when a casino opened in another North State city.
